中印邊界再傳衝突，中國解放軍共軍7日晚間指控，印度士兵在班公錯湖（Pangong Tso）南岸附近朝他們發射警告彈，因此解放軍共軍做出「反制動作」，這可能是中印停火協議45年來，首次發生開火事件。

印度媒體The wire報導，解放軍共軍西部戰區發言人張水利大校指出，印軍7日非法越線進入中印邊境西段班公湖南岸神炮山地域，並在在行動中對前來談判的中國邊境巡邏人員「鳴槍警告」，因此中國邊防部隊被迫採取穩定局勢的對策。

印度方面回應指共軍率先開槍挑釁，印軍被迫還擊

In a late night development, soldiers of Chinese PLA opened fire near the Pangong Lake in Ladakh. Indian troops fired back in retaliation as a warning, following which the skirmish doused down. Government sources have said warning shots were fired after the Chinese opened fire at Indian positions late on Monday night.

The Indian Army has said it did not transgress across the Line of Actual Control or resort to firing in eastern Ladakh as claimed by China. In a statement on Tuesday, the Indian Army said the Chinese soldiers tried to close in on Indian positions and fired shots in the air.

“India, while is committed to disengagement and de-escalating the situation on the LAC, China continues to undertake provocative activities to escalate. At no stage has the Indian Army transgressed across the LAC or resorted to use of any aggressive means, including firing.”

“It is the PLA that has been blatantly violating agreements and carrying out aggressive manoeuvres, while engagement at military, diplomatic and political level is in progress. In the instant case on 07 September 2020, it was the PLA troops who were attempting to close-in with one of our forward positions along the LAC and when dissuaded by own troops, PLA troops fired a few rounds in the air in an attempt to intimidate own troops. However, despite the grave provocation, own troops exercised great restraint and behaved in a mature and responsible manner,” said the Indian Army.

中国西部战区发言人北京时间星期二凌晨表示，非法越线进入班公湖南岸的印度军队向前出交涉的中国边防部队巡逻人员鸣枪威胁，中国边防部队被迫采取应对措施稳控现地局势。发言人指出，印军的行径性质十分恶劣，中方提出包括印方立即撤回越线人员、严肃查处鸣枪挑衅人员等严正要求。
众所周知，中印边境地区之所以保持了40多年的大体平静，其间虽发生过两军对峙，但没有酿成严重战斗，就是因为双方都遵循了不在冲突中开枪的规约。两国军人今年6月发生了械斗并导致伤亡，然而直到那时双方仍然没有开枪。
印军星期一向中国军人鸣枪威胁，这是在宣告边境地区不开枪的规约作废了吗？如果是的话，那么中印就要准备共同迎来边境地区血雨腥风的新时期。
近来印度方面围绕边境摩擦有一些嚣张的表现，整个印度的舆论很不冷静。比如印方公然炫耀抢占了班公湖南岸的两个制高点，并且宣称将中国军队置于了印军步枪的射程之内。另外印方一再以中印整体外交关系相要挟，其心理明显是认为印度在中印外交关系中占有主动性，北京有求于新德里。
6月中印军队在加勒万河谷发生致命性械斗后，莫迪政府曾在舆论压力下表示将是否使用枪支的权力下放给一线部队。之后莫迪和国防部长辛格先后前往边境视察。不能不说，印度至少在舆论层面被民族主义悲情和战略上的妄自尊大裹挟，处在进一步挑衅中国的跃跃欲试状态。
我们必须在此严厉警告印方：你们越线了！你们的一线部队越线了，你们的民族主义舆论越线了，你们的对华外交政策越线了。你们在对中国军队和全体中国人民进行不自量力的挑衅，你们正在悬崖边上笨拙地倒立逞能。
印度的民族主义势力需要想一想，如果中印军队改变在边境地区处理分歧的逻辑，把“枪”放在最前面，那么他们在班公湖南岸抢占的两个“制高点”能有什么作用？现代军事冲突里还有多少“制高点”的位置？另外，究竟印度的“枪”多，还是中国的“枪”多，印度的军费有多少，中国的军费又有多少，印度人算不过来吗？
坚持不在边境地区使用枪支原则，这是人民解放军和中国国家的一份善意，力量强大的一方只有理性，而不会有软弱，印度民族主义分子们作为没有见过世面的井底之蛙，需要补上围绕道义ABC的这一课。
中国不希望中印边境地区开战，如果印方误读中方的善意，妄图用开枪震慑解放军部队，他们必将引火烧身，中方决不会为了避免战争而向他们妥协。如果印军一线部队继续鲁莽地使用枪支，他们必须准备面对在军事冲突爆发情况下就地被消灭的危险。规则是印度先破坏的，印度应权衡好，冲突的后果责任在印度一边。中方在做和平解决边境纷争的努力，但这个国家的军队显然做好了一切准备，热爱和平的人民将支持解放军为维护国家领土完整采取任何行动。我们已经对印方仁至义尽了，我们会用行动纠正印方一些势力对中国国家意志的误读。

新華社報道，中印外長發表聯合新聞稿，王毅和蘇傑生同意應遵循兩國領導人達成發展中印關係的一系列重要共識：

• 不讓兩國分歧上升為爭端
• 邊境地區當前形勢不符合雙方利益，兩國邊防部隊應該繼續對話，儘快脫離接觸，保持必要距離，緩和現地事態。
• 雙方應恪守現有邊境事務協議和規定，維護邊境地區的和平與安寧，避免採取任何可能使事態升級的行動。
• 雙方同意繼續通過中印邊界問題特別代表會晤機制，保持溝通，開展中印邊境事務磋商與協調工作機制磋商。
• 隨着局勢緩和，雙方應加快完成新的建立互信措施，維護和增強邊境地區的和平安寧。

1. The two Ministers agreed that both sides should take guidance from the series of consensus of the leaders on developing India-China relations, including not allowing differences to become disputes.

2. The two Foreign Ministers agreed that the current situation in the border areas is not in the interest of either side. They agreed therefore that the border troops of both sides should continue their dialogue, quickly disengage, maintain proper distance and ease tensions.

3. The two Ministers agreed that both sides shall abide by all the existing agreements and protocol on China-India boundary affairs, maintain peace and tranquillity in the border areas and avoid any action that could escalate matters.

4. The two sides also agreed to continue to have dialogue and communication through the Special Representative mechanism on the India-China boundary question. They also agreed in this context that the Working Mechanism for Consultation and Coordination on India-China border affairs (WMCC), should also continue its meetings.

5. The Ministers agreed that as the situation eases, the two sides should expedite work to conclude new Confidence Building Measures to maintain and enhance peace and tranquillity in the border areas.

互聯網流傳片段聲稱，中國解放軍約150人日前再試圖在拉達克地區一處河邊強行越境，與印度部隊發生肢體衝突，解放軍部隊一度要保護國旗。

印度傳媒亦報道，解放軍另外約40人於周二駕駛兩艘快艇，企圖在班公湖西岸，進入印度邊境範圍，被印度部隊發現後撤退。

印度亦指，解放軍已經在邊境沿實控線集結五萬人，包括火箭部隊，近期刻意操練射擊，以及部署約150架戰機和地對空導彈，並由北京直接指揮。
